Amends Section 143.004(e) of the Local Government Code to lower the population threshold from 950,000 to 50,000 for municipalities eligible to hold voter petitions to repeal the civil service system for firefighters and police officers

Requires municipalities with populations under 50,000 that have operated under the civil service chapter for at least one year to hold a repeal election if they receive a petition signed by at least 10% of qualified voters

If a majority of voters approve repeal, the civil service chapter becomes void in that municipality

Applies only to petitions for which an election has not yet been ordered before the effective date; pending petitions remain governed by prior law

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
