Requires all school districts and open-enrollment charter schools to issue student identification cards to every high school student, with each card containing the student's name, photograph, and date of birth

Adds student identification cards from public or private high schools and institutions of higher education to the list of acceptable photo IDs for voting, provided the card includes a photograph and date of birth

Expands acceptable voter ID to include any identification card, form, or certificate containing a photograph and date of birth issued by Texas, a state agency, political subdivision, or the United States

School ID card requirements apply beginning with the 2025-2026 school year

Takes effect immediately with two-thirds legislative approval, otherwise September 1, 2025
