All petitions for removal of political subdivision officers must now be addressed to the presiding judge of the administrative judicial region, eliminating the previous distinction where only prosecuting attorney removals required this process

The presiding judge of the administrative judicial region must assign a district court judge from outside the county where the petition was filed to conduct all removal proceedings, not just those involving prosecuting attorneys

A prosecuting attorney from another judicial district or county must be appointed to represent the state in all officer removal proceedings, expanding a requirement that previously applied only to prosecuting attorney removal cases

Repeals Sections 87.018(d) and (e) of the Local Government Code, which contained the former procedures for non-prosecuting attorney removal cases

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; applies only to petitions filed on or after the effective date
