Provides additional "equalizing compensation" to wrongfully imprisoned persons who received compensation before September 1, 2009, bringing their payments in line with the higher compensation rates established after that date

Calculates equalizing payments as the present value of what the person would have received under current law (Sections 103.052(a) and (b)) as of September 1, 2009, minus the total amount they actually received before that date

Requires claimants to file an application with the comptroller by September 1, 2028 to receive equalizing compensation

Mandates the comptroller to issue payments within 30 days of determining a claimant's eligibility

The new section expires September 1, 2029, and the act takes effect September 1, 2025
