Renames the Railroad Commission of Texas to the Texas Oil, Gas, and Minerals Commission, with all statutory references to the old name automatically applying to the new agency

Establishes that the commission consists of three commissioners elected at the general election for state and county officers, serving staggered six-year terms with one term expiring December 31 of each even-numbered year

Authorizes the governor to appoint a person to fill any vacancy on the commission until the next general election

Maintains the commission's existing powers, duties, personnel, property, appropriations, rules, and ongoing proceedings without interruption despite the name change

Keeps the commission subject to the Texas Sunset Act with an abolition date of September 1, 2029, unless continued by the legislature
