Expands prosecution venue for fraudulent use or possession of credit card/debit card information (Penal Code Section 32.315) to include either the county where the offense was committed or the county of residence of any victim whose card information was unlawfully obtained, possessed, transferred, or used

Adds Section 32.315 (Fraudulent Use or Possession of Credit Card or Debit Card Information) to the list of offenses covered under Article 38.19 of the Code of Criminal Procedure, alongside forgery, credit card abuse, and fraudulent use of identifying information

Changes apply only to criminal proceedings that commence on or after the effective date; proceedings begun earlier remain governed by prior law

Passed the Texas House on April 30, 2025 (121-19) and the Senate on May 26, 2025 (31-0)

Takes effect September 1, 2025
