Requires emergency homeless shelters receiving financial assistance from the Texas Department of Housing and Community Affairs (including federal funds) to adopt equitable operations policies ensuring equal access regardless of race, ethnicity, national origin, gender identity, sexual orientation, age, religion, disability, or other protected status

Mandates shelters eliminate discriminatory practices in admissions, discharges, and services while providing culturally and linguistically appropriate accommodations and equal access to basic amenities including sleeping accommodations, showers, restrooms, and laundry facilities

Requires shelters to provide supportive services such as case management, employment assistance, health care, and mental health and substance use treatment, with priority given to vulnerable populations including families with children, pregnant individuals, persons with disabilities, and domestic violence survivors

Directs shelters to implement trauma-informed care practices, provide staff training on equity, diversity, and inclusion, and collect and report demographic and outcome data to the department

Prohibits the department from providing financial assistance to shelters that fail to comply with these requirements and takes effect September 1, 2025
