Lowers the population threshold from 870,000 to 200,000 for Texas counties bordering Mexico to regulate roadside vendors and solicitors by commissioners court order

Authorizes regulation of live animal vendors (including sales, structure erection, maintenance, and placement) and money solicitation in unincorporated county areas

Applies to activities occurring in parking lots or on/in the right-of-way of public highways and roads, removing the previous 40 mph speed limit restriction

Permits counties to require vendors maintain a minimum distance from the road edge equal to one-half the width of the adjacent right-of-way

Prohibits counties from banning livestock sales under these regulations

Takes effect September 1, 2025
