Requires that Texas driver's licenses, election identification certificates, personal identification cards, and licenses to carry a handgun must have an address matching the voter's address on the registered voter list to be accepted as voter ID

Creates an exception to the current rule that election officers cannot refuse ID solely due to address mismatches, applying this new address-matching requirement specifically to DPS-issued documents and handgun licenses

Maintains existing acceptance rules for other forms of voter ID (U.S. military ID, citizenship certificate, and passport) without requiring address matching

Continues to allow documents that expired no earlier than four years before the date of presentation

Takes effect September 1, 2025
