Amends Texas Family Code to replace gender-specific marriage language ("a man and a woman," "husband and wife") with gender-neutral terms ("two individuals," "spouses"), allowing same-sex couples to obtain marriage licenses and have informal marriages recognized

Adds provisions requiring gender-specific terminology in family law to be construed neutrally when necessary to implement rights and duties of same-sex spouses or parents

Repeals Section 6.204 of the Family Code, which prohibited same-sex marriage recognition, and Section 2.001(b), which limited marriage licenses to opposite-sex couples

Removes language from Health and Safety Code education programs that characterized homosexual conduct as criminal or "not an acceptable lifestyle," including references to the now-invalidated Penal Code Section 21.06

Repeals Section 21.06 of the Texas Penal Code, which criminalized "homosexual conduct" (previously struck down as unconstitutional by the U.S. Supreme Court in Lawrence v. Texas but never removed from statute)
