Designates the Texas Department of Transportation building housing the Starr County area engineer office (as of January 1, 2025) as the Eduardo "Eddie" Gracia, Jr., P.E., Area Engineer and Maintenance Facility

Requires TxDOT to design and construct markers at the facility and update existing highway signage to reflect the designation

Marker construction and signage updates are contingent upon receiving private grants or donations to cover all associated costs

Private funds received for the markers and signage must be deposited into the state highway fund

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; passed House 131-0 on April 25, 2025 and Senate 31-0 on May 9, 2025
