Requires the Texas Education Agency and comptroller to jointly prepare and submit a comprehensive school finance report to the legislature by December 31, 2025, covering data since the state fiscal year beginning September 1, 1994

The report must detail annual appropriations by funding source, including amounts collected from school districts under recapture provisions (Chapter 49/former Chapter 41), Foundation Schools Program disbursements, and state general fund disbursements

Expenditure tracking must include administrative costs broken down by type, distributions to school districts and open-enrollment charter schools, any funds transferred or used for other purposes, and unspent funds retained by the agency

Establishes permanent reporting requirement that all Foundation School Program and education funding reports must label funds collected under recapture provisions as "local recapture funding" and distinguish them from "state funding"

Takes effect immediately with two-thirds vote of both chambers, otherwise September 1, 2025; the one-time historical report requirement expires September 1, 2026
