Expands eligibility for the Rural Economic Development and Investment Program by increasing the county population threshold from 75,000 to 200,000 residents

Adds new eligible recipients including municipal-owned public utilities, political subdivisions (such as special districts) located in qualifying counties, and other lenders that primarily represent rural areas

Expands eligible project types to include mineral extraction activities as defined by Government Code Section 2270.0051

Removes the requirement for monthly loan payments to begin within 90 days and separates grant and loan caps, setting the maximum outstanding loans to any one person at $1 million and cumulative grants at $1 million

Authorizes the Texas Department of Agriculture to use any money in the Texas economic development fund for additional loans and grants, and to adopt rules for loan and grant repayment

Takes effect September 1, 2025
