Requires the Texas Education Agency and Texas Higher Education Coordinating Board to provide informational materials about tuition and fee exemptions to residential child-care facilities, foster parents, adoptive parents, relatives, designated caregivers, and all schools serving grades 9-12

Expands outreach efforts to ensure students in foster care or former foster care who have been adopted are aware of available tuition exemptions at public higher education institutions

Directs the Texas Higher Education Coordinating Board and Department of Family and Protective Services to create a streamlined eligibility determination and application process for tuition exemptions

Mandates the new streamlined process include electronic applications through the department's website and automatic submission of tuition waiver documentation to the student's chosen institution

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
