Prohibits public officials and election officials from creating, altering, modifying, waiving, or suspending any election standard, practice, or procedure mandated by law unless expressly authorized by the Election Code

Requires the Secretary of State to investigate reported or discovered violations and notify offending officials with a determination, demand to cease the violation, and compliance instructions

Officials who fail to comply within two days of notification face escalating civil penalties: up to $1,000 per day from days 3-7, and up to $5,000 per day after day 7

Secretary of State must refer non-compliant officials to the Attorney General, who may bring legal action to recover civil penalties, with funds deposited to the state general revenue fund

Documents and information from Secretary of State investigations are confidential and exempt from public disclosure unless the complaint will not be further investigated or pursued
