Prohibits health benefit plan issuers in Texas from providing coverage for conversion therapy, defined as practices seeking to change a person's sexual orientation, gender identity or expression, or eliminate same-sex attractions

Applies broadly to virtually all health benefit plans including individual and group insurance policies, HMOs, state employee plans, teacher retirement plans, Medicaid, CHIP, and local government health programs

Defines "gender identity or expression" as a person's gender-related identity, appearance, or behavior regardless of whether it differs from their assigned sex at birth

Requires state agencies to seek federal waivers if needed to implement the prohibition, with implementation delayed until such authorization is granted

Takes effect September 1, 2025, applying to health benefit plans delivered, issued, or renewed on or after January 1, 2026
