Requires the Texas Comptroller to establish and supervise a comprehensive training course of at least four hours for appraisal district board of directors members, with course materials to be made freely available online

Board members must complete the training course and receive a certificate before each term they serve; members who have not completed the course cannot vote, deliberate, or be counted as present at board meetings

Training may not be provided by appraisal districts, their employees, board members, appraisal review board members, or taxing units; the Comptroller may charge a fee up to $50 per person trained

Candidates for appointive or elective board positions must sign and submit an acknowledgement of duties to the chief appraiser before being appointed or filing for a ballot position

The acknowledgement statement lists 24 specific statutory responsibilities of board members and clarifies that the board does not appraise individual properties or set tax rates

Training course must be available by November 1, 2025, with requirements applying to board members whose terms begin on or after January 1, 2026
