Prohibits home-rule municipalities from adopting or enforcing zoning regulations that limit dwelling unit occupancy based on age, familial status, occupation, relationship status, or degree of family relation between occupants

Allows municipalities to set occupancy limits based on square footage: one occupant per sleeping room with minimum 70 square feet, plus one additional occupant for each additional 50 square feet in the same room

Preserves municipal authority to enforce occupancy limits based on building codes, fire codes, state health standards, and affordable housing program guidelines

Bars municipalities from requiring real estate brokers, agents, or fiduciaries to submit leases for review to determine the number of unrelated occupants

Allows property owners to sue municipalities that violate these provisions, with governmental immunity waived, and courts may award reasonable attorney's fees to prevailing claimants
