Establishes the Statewide Intellectual and Developmental Disability Coordinating Council to improve coordination among state agencies serving individuals with intellectual or developmental disabilities and reduce fragmentation of services across life stages

Council membership includes representatives from 9 state agencies and universities (including DSHS, DFPS, TEA, Texas Workforce Commission, TDCJ), plus 15+ members appointed by the HHSC executive commissioner representing providers, managed care organizations, families, and individuals with disabilities

Requires the council to develop a recurring five-year strategic plan, submit a biennial expenditure proposal to the legislature by November 1 of each even-numbered year, and publish an annual inventory of state-funded IDD programs and services

Strategic plan may address service gaps at key transition points (early childhood to school, school to adulthood, aging), workforce development, co-occurring mental health conditions, and coordination across medical, education, housing, employment, and criminal justice systems

Council members appointed by January 31, 2026, initial meeting by March 1, 2026, and first strategic plan due by March 1, 2027; council subject to Texas Sunset Act review alongside HHSC
