Authorizes the Texas Department of Housing and Community Affairs (TDHCA) to administer a grant program for homeless housing and services specifically targeting youth and young adults (defined as ages 18-25)

Program purposes include constructing, developing, or procuring housing for homeless youth and young adults, and providing financial assistance to local providers working to prevent and eliminate homelessness

Grants authority to TDHCA to adopt rules governing program administration, including guidelines for allocating funds and defining the program's scope

Allows the department to fund the program using multiple sources including legislative appropriations, transfers from the Governor's Office trusteed programs, federal funds, and other authorized funding

Takes effect September 1, 2025
