Requires the Texas Juvenile Justice Department to request personal identification certificates for committed children at the time of intake, rather than the previous standard of "as soon as is practicable"

Requires the department to request applicable documents (such as birth certificates or social security cards) for children at intake to ensure they are received before release or discharge

Prohibits the department from delaying a child's release or discharge because a requested personal identification certificate has not yet been received

Prohibits the department from delaying release or discharge due to any other applicable documents not being received

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
