Applies only to counties with population over 370,000 that contain more than six municipalities each with population under 2,000

Allows county commissioners courts to unilaterally amend jurisdiction agreements with municipalities to transfer exclusive subdivision platting authority to the county for "qualified parcels" (land over 10 acres being subdivided into residential lots under one-half acre)

Requires counties to consult in-person with municipal representatives and provide 90 days written notice before amending jurisdiction agreements

Creates binding arbitration process for amending jurisdiction agreements, with arbitration permitted only once every 10 years per agreement and requiring 30 days advance notice and in-person consultation

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
