Establishes the Retired Law Enforcement Dog Medical Assistance Grant Program, administered by the Texas Comptroller, to provide financial support for medical expenses of retired law enforcement dogs adopted by transferees

Defines qualified medical expenses as treatment for severe injuries or illnesses/diseases that threaten the life, mobility, or long-term health of the dog

Prohibits grants for dogs with no reasonable possibility of recovery as determined by a veterinarian, or for any retired law enforcement animal other than a dog

Requires grant applications to be submitted within 30 days of receiving the medical expense and must include a description of the expense, veterinarian statement validating the condition, and required identifying information

Directs the Comptroller to adopt rules establishing standardized application processes, veterinarian review forms, deadlines for disbursement and spending of grants, and procedures for monitoring compliance and returning unused funds
