Prohibits covered entities and service providers from collecting or processing reproductive health information without first providing a privacy policy and obtaining individual consent, and limits such collection to specific purposes including providing requested services, completing transactions, complying with law, or protecting public safety

Bans the sale of reproductive health information unless the entity obtains detailed written consent that includes description of the data, seller and buyer information, purpose of sale, and the individual's right to revoke consent at any time, with consent expiring within one year

Prohibits geofencing within 1,850 feet of entities providing in-person reproductive health services when used to identify or track individuals, collect their health information, or send them targeted notifications or advertisements

Restricts disclosure of reproductive health information to government entities unless a valid warrant is served, exigent circumstances exist, disclosure is mandated by law, or the individual requests disclosure

Creates enforcement mechanisms allowing the attorney general to seek injunctions and permitting individuals who suffer harm to bring civil actions recovering damages between $100 and $750 per incident or actual damages, plus injunctive or declaratory relief
