Removes the September 1, 2009 date restriction for tuition and fee exemptions, expanding eligibility to students who were adopted from DFPS conservatorship or had permanent managing conservatorship awarded to a non-parent before that date

Maintains existing eligibility criteria for former foster youth, including those in DFPS conservatorship on their 18th birthday, at high school graduation, or at age 14+ if eligible for adoption

Exemption covers tuition and fees at public institutions of higher education, including dual credit courses for high school students earning joint credit

Students must enroll as undergraduates or in dual credit courses before their 25th birthday to qualify for the exemption

Changes apply beginning with the 2025 fall semester, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
