Removes Internet access service from the list of taxable services under the Texas Tax Code, reducing sales tax on Internet services

Expands franchise tax exclusions for qualifying broadband grants to include grants received from the comptroller under state broadband development programs (Subchapter S, Chapter 403 and Chapter 490I)

Requires the comptroller to publish annual pole replacement program statistics by November 1 each year instead of within 60 days of receiving funds, and repeals Chapter 490H (related to earlier broadband provisions) and Section 151.325 of the Tax Code
