Expands eligibility for tuition and fee exemptions at Texas public higher education institutions by removing requirements that military personnel must have entered service in Texas, declared Texas as their home of record, or been a Texas resident when entering service

Simplifies the residency requirement so that eligible military veterans only need to currently reside in Texas to qualify for the exemption

Exemption covers tuition, dues, fees, and other required charges including correspondence courses, but excludes general deposit fees, student services fees, and charges for lodging, board, or clothing

Eligible veterans include those who served during designated conflicts: Spanish-American War, WWI, WWII, Korean War, Cold War, Vietnam era, Grenada/Lebanon era, Panama era, Persian Gulf War, post-9/11 national emergency, and any future federally declared national emergencies

Changes apply beginning with the fall 2025 semester and take effect immediately with a two-thirds legislative vote, or September 1, 2025 otherwise
