Allows structures certified as meeting FORTIFIED home, multifamily, or commercial construction standards published by the Insurance Institute for Business and Home Safety (IBHS) to qualify as an alternative to the standard certificate of compliance for Texas Windstorm Insurance Association (TWIA) coverage

Permits TWIA to insure structures constructed, altered, remodeled, enlarged, repaired, or added to on or after June 19, 2009, that lack a standard certificate of compliance if they have IBHS FORTIFIED certification

Exempts structures qualifying under the new FORTIFIED certification provision from certain existing insurance policy requirements under Section 2210.259

Requires TWIA to propose amendments to its plan of operation to conform with these changes as soon as practicable after the effective date

Takes effect September 1, 2025, and applies only to structures constructed or modified on or after that date
