Allows political subdivisions, state agencies, federal agencies, institutions of higher education, and property owners' associations to apply for permits to lethally control white-tailed deer populations

Permits may be issued when lethal control is necessary to prevent deer from damaging habitat of endangered or threatened species listed by the U.S. Department of the Interior or a Texas state agency

Permits may also be issued when an entity experiences deer overpopulation on property it owns or manages and recreational hunting is not feasible for population control

Authorizes the Parks and Wildlife Commission to adopt rules governing the means, methods, times, and locations for killing protected wildlife under these permits

Exempts entities operating under these permits and their hired personnel from restrictions that would otherwise apply to compensated hunting of white-tailed deer

Takes effect September 1, 2025
