Requires death certificates to include "Fentanyl Poisoning" or "Fentanyl Toxicity" when toxicology reveals lethal levels of Penalty Group 1-B controlled substances (fentanyl and related compounds) and autopsy results are consistent with opioid overdose

Adds new requirement for death certificates to include "Controlled Substance Overdose" designation for non-fentanyl controlled substance deaths, along with the specific type of substance if it can be determined

Both designations require toxicology examination showing lethal concentrations according to generally accepted scientific standards and autopsy results consistent with overdose as cause of death

Applies to deaths occurring on or after September 1, 2025, or deaths occurring before that date but discovered on or after the effective date

Amends Section 193.005(e-1) of the Health and Safety Code to expand and standardize controlled substance overdose documentation on death certificates
