Entering freshman students at Texas Southern University or Prairie View A&M University who graduate from a Texas high school, are Texas residents, and earn at least a 2.0 GPA in their first semester are entitled to a refund of tuition and required fees for that semester

Students meeting the same criteria are exempt from tuition and required fees for the remainder of their first two academic years, provided they maintain an overall 2.0 GPA

Students receiving the exemption must pass an examination selected and administered by the university before enrolling for their third academic year

Universities may fund the refunds and exemptions from local funds or state appropriations, but are not required to provide benefits beyond those funded through designated state appropriations

The program applies beginning with the 2025 fall semester, with no refunds or exemptions available after the 2044-2045 academic year; the section expires September 1, 2046
