Prohibits the Health and Human Services Commission and state agencies administering Medicaid from using information provided in applications for other public assistance programs (including SNAP) as verifiable electronic data to conduct automatic "ex parte" Medicaid eligibility renewals

Defines "ex parte renewal" as an automatic redetermination of Medicaid eligibility conducted without requiring information from the recipient, using data from electronic sources or information already available to the commission

Allows agencies to still review information from other public assistance applications if it indicates a change in circumstances that may affect Medicaid eligibility—the prohibition only applies to using such data to automatically renew eligibility

Requires HHSC to seek any necessary federal waiver or authorization within 180 days of the effective date, with implementation delayed until approval is granted

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025
