Requires the Texas A&M University Texas Real Estate Research Center to conduct an annual study tracking institutional buyers' purchases and sales of single-family homes in Texas

Defines "institutional buyer" as corporations, partnerships, LLCs, REITs, banks, and similar entities that purchase 10 or more single-family homes in Texas per calendar year

Mandates collection of data including number of homes purchased by each institutional buyer, foreclosure acquisitions, homes sold, rental properties, geographic locations (city and county), and appraised values

Requires annual reports submitted to the lieutenant governor, speaker of the house, and all legislators by June 1 of each year, beginning June 1, 2026

Reports must analyze institutional buyers' impact on housing costs and any competitive advantages they have over individual homebuyers in the real estate market
