Reduces possession of 4 ounces or less of marijuana from a Class B misdemeanor to a Class C misdemeanor (fine-only offense with no jail time)

Creates a new Class B misdemeanor category for possession of more than 4 ounces but 10 ounces or less, and a Class A misdemeanor for more than 10 ounces but 1 pound or less

Raises the threshold for a state jail felony from more than 4 ounces to more than 1 pound but 5 pounds or less

Removes the restriction that prevented defendants possessing more than 1 pound of marijuana from receiving community supervision (probation) for state jail felony possession charges

Applies retroactively to offenses committed before September 1, 2025, except for final convictions already in place on that date
