Requires the Texas Department of Transportation to amend the comprehensive development agreement for State Highway 130 Segments 5 and 6 (U.S. Highway 183 to Interstate Highway 10), originally entered into on or before March 22, 2007, to extend the agreement term by up to 20 additional years

The amendment must outline the public benefit of the extension and require the private participant to provide consideration (payment) in an agreed-upon manner or amount

Funds received from the private participant must be used exclusively for designing, financing, constructing, maintaining, and operating nontolled transportation projects between Interstate Highway 35 and State Highway 130 in counties where the toll project is located

Each nontolled transportation project funded under this provision requires approval from the county where the project is located before any funds can be spent

TxDOT must submit a report on implementation of the agreement amendment to the legislature's transportation committees by December 1, 2026; the bill takes effect September 1, 2025
