Authorizes the Texas governor to develop and execute an interstate compact for the liquefied natural gas (LNG) industry with other states bordering the Gulf of America

Requires the compact to provide for joint action among member states, including sharing information, resources, and services to protect and grow the LNG industry along the gulf coast

Aims to improve coordination between compacting states to increase overall effectiveness and efficiency of the LNG industry in the region

Specifies the compact may not increase the political power of member states relative to the federal government, with legislative intent that congressional approval not be required

Takes effect immediately with two-thirds vote of both chambers, otherwise September 1, 2025; passed House 137-9 on April 23, 2025, and Senate 31-0 on May 14, 2025
