Expands the definition of meteorological evaluation towers to include structures up to 12 feet in diameter at the base, increased from the previous 6-foot limit

Requires persons intending to erect a meteorological evaluation tower to submit notice to the Texas Department of Transportation at least 30 days before construction begins, including owner contact information, proposed location coordinates, tower height, and construction start date

Adds definition of "military aviation training facility" as any base, station, fort, or camp where U.S. armed forces regularly conduct aviation training

Requires the department to provide copies of tower construction notices within 30 days to federally owned radar installations and military aviation training facilities within 50 nautical miles, as well as county judges in affected areas

Effective date is September 1, 2025; passed the House 129-8 on May 2, 2025, and the Senate 31-0 on May 22, 2025
