Applies to municipally owned utilities providing potable water through more than 150,000 service connections

Requires utilities to complete a validation of their annual water audit within 180 days of filing and submit a water loss mitigation plan to the Texas Water Development Board within one year of filing

Mandates a more detailed validation by December 31, 2030, and every 10 years thereafter, to assess water leakage reduction strategies and billing data accuracy

Water loss mitigation plans must include 1-year, 3-year, 5-year, and 10-year goals, project descriptions, and estimated financial and water savings with cost estimates

Authorizes a $25,000 administrative penalty for utilities that fail to develop and submit the required water loss mitigation plan
