Prohibits landlords of apartment complexes (defined as 5+ dwellings under same ownership/management on the same lot) from charging application fees exceeding the reasonable costs of processing applications and screening applicants

Requires landlords charging application fees to file a detailed disclosure with the Texas Workforce Commission itemizing processing, screening, and other costs

Mandates landlords provide applicants with the detailed fee disclosure at the time of application and before accepting any application fee

Authorizes the Texas Workforce Commission to assess administrative penalties of $1,000 for a first violation and $2,000 for subsequent violations

Applies only to application fees charged on or after September 1, 2025
