Expands civil liability damages for towing companies, booting companies, and parking facility owners who intentionally, knowingly, or recklessly violate towing/booting regulations

Maintains existing damages of $1,000 plus three times the fees assessed for vehicle removal, towing, storage, or booting

Adds new damage provision of $500 per day that the vehicle owner or operator cannot use their vehicle due to the violation

Allows recovery of reasonable incidental costs incurred by vehicle owners resulting from loss of vehicle use

Applies only to violations occurring on or after September 1, 2025
