Allows school districts and charter schools that left the state uniform group health coverage program (TRS-ActiveCare) between September 1, 2021, and September 1, 2023, to rejoin before the standard five-year waiting period expires

Entities that rejoin early under this exception must pay a risk stabilization fee on their premiums, determined by the trustee, for each plan year until the fifth anniversary of their re-enrollment

Creates new state aid for school districts and open-enrollment charter schools that do not participate in TRS-ActiveCare, calculated by dividing the state's total health care appropriation for active education employees by the total number of employees, then multiplying by the district/school's employee count

Restricts use of the additional state aid funds exclusively to paying contributions for group health coverage plans for district or school employees

The early re-enrollment provision expires September 1, 2033, while the additional state aid provision takes effect September 1, 2027
