Prohibits registered lobbyists from directly communicating with Texas legislative or executive branch members to influence legislation or administrative action on behalf of foreign adversaries, foreign adversary clients, or foreign adversary political parties

Defines "foreign adversary" to include China, Russia, Iran, North Korea, Cuba, the Maduro regime in Venezuela, and Syria, as well as agencies, entities, subsidiaries, and persons controlled by or organized under the laws of these countries

Establishes "control" as ownership of at least 20% voting interest, board representation, ability to appoint or discharge personnel, or other formal or informal arrangements to exercise power over an entity

Authorizes the Texas Attorney General to seek injunctive relief and civil penalties of up to $50,000 per violation, plus recovery of court costs, attorney's fees, and investigative expenses

Takes effect September 1, 2025
