Establishes the Building Better Futures Program administered by the Texas Higher Education Coordinating Board to provide educational and occupational skills training for students with intellectual and developmental disabilities at public and private colleges and universities in an inclusive, age-appropriate environment

Requires participating institutions to be approved by (or awaiting approval from) the U.S. Department of Education to offer comprehensive transition and postsecondary programs for students with disabilities, with a 3-year deadline to obtain federal approval after being selected

Sets student eligibility requirements including U.S. citizenship or lawful permanent residency, Texas residency, documented intellectual or developmental disability diagnosis, and willingness to participate in inclusive classroom and work settings

Authorizes the board to award funds to eligible institutions through a competitive application process, with funding from legislative appropriations, gifts, grants, and donations

Credits completed through the program may not transfer to associate or baccalaureate degree programs, though institutions must award certificates to students who successfully complete the program
