Abolishes the Texas state lottery by repealing Chapter 466 of the Government Code, effective January 1, 2026, and prohibits lottery ticket sales after the act takes effect on September 1, 2025

Requires the Texas Lottery Commission to adopt a comprehensive transition plan by October 1, 2025, identifying essential personnel needed for continued lottery prize payments and penalty enforcement

Transfers the lottery division's powers, duties, obligations, contracts, appropriations, records, and property to the Texas Lottery Commission, which will continue to oversee only bingo operations

Directs any remaining lottery division funds allocated to specific lottery operations to be deposited in the state treasury for Foundation School Program purposes only

Maintains Chapter 466 provisions temporarily for payment of outstanding lottery prizes and installment payments to winners, as well as assessment and enforcement of penalties, until all obligations are satisfied
