Expands eligibility for civil rights restoration to include individuals convicted of offenses under Texas state law, in addition to federal offenses and offenses from other countries

Excludes from eligibility offenses involving violence or threat of violence, drugs, or firearms (if punishable as a felony)

Establishes a uniform 3-year waiting period after conviction for all applicants seeking civil rights restoration, eliminating the previous 2-year period for foreign convictions

Removes the requirement that applicants must have no other convictions under state, federal, or other country's laws to be eligible for civil rights restoration

Applies to defendants convicted before, on, or after the effective date of September 1, 2025
