Establishes a minimum base wage of $20 per hour for personal attendants providing attendant care services under Medicaid and Title XX Social Security Act programs administered by the Health and Human Services Commission, effective beginning in the 2026 calendar year

Allows family members, including parents and spouses, to serve as paid personal attendants providing attendant care services to consumers under these programs, to the extent permitted by federal law

Defines "attendant care services" as nonmedical services enabling independent living, including personal care (bathing, dressing, grooming), mobility support, household assistance, medication assistance, health monitoring, and in-home respite services

Applies to Medicaid programs including Section 1115 demonstration waivers, Section 1915(b), (c), and (k) waivers, and programs under Section 1929 of the Social Security Act

Requires the Health and Human Services Commission to request federal waivers or authorizations if necessary before implementing any provisions, with implementation delayed until approval is granted
