Restructures good conduct time eligibility so inmates can earn credit either for demonstrating good behavior by complying with department rules OR for diligently participating in work, educational, vocational, agricultural, or treatment programs

Allows inmates to earn up to 15 days of good conduct time for every 30 days served through diligent participation in approved programs, with treatment programs now explicitly included as qualifying activities

Modifies parole eligibility calculations for inmates serving life sentences for capital felonies (40-year requirement) and repeat sex offenders under enhanced sentencing (35-year requirement) to allow program-based good conduct time to count toward eligibility, while excluding behavior-based good conduct time

Requires all Board of Pardons and Paroles members to vote on parole release for inmates serving sentences under the repeat felony sex offender enhancement provision, with at least two-thirds voting in favor for release

Applies to any inmate confined in Texas Department of Criminal Justice facilities on or after September 1, 2025, regardless of when their offense occurred
