Allows Medicaid managed care organizations to offer nutrition support services as an alternative to standard state Medicaid plan services for enrolled recipients, in addition to existing mental health and substance use services options

Defines eligible nutrition support services to include case management for food access, nutrition counseling, medically tailored meals, and food prescription programs where providers prescribe nutritious foods to treat or prevent diet-related chronic diseases

Creates a new Medicaid provider type for community-based nutrition support organizations, which must employ at least one registered dietitian nutritionist, culinary personnel, and support staff for referrals, ingredient sourcing, and meal delivery

Requires the Health and Human Services Commission to submit annual reports by November 1 on service usage, and biennial reports by November 1 of even-numbered years on health outcomes including hemoglobin A1c levels, blood pressure control, birth weight, and emergency room visits

Takes effect September 1, 2025, and applies to contracts entered into or renewed after that date, with implementation potentially delayed pending any required federal waivers
