Requires toll projects to become part of the state highway system and be maintained without tolls once acquisition and construction costs are fully paid and all bonds (plus interest) have been paid off or sufficient funds have been set aside in a trust fund for bondholders

Prohibits toll project entities from amending financing or other agreements in ways that would extend the date when a toll project must become toll-free and transfer to the state highway system

Eliminates provisions allowing surplus revenue from one toll project to be used to pay for costs or bonds of another toll project, requiring each project's revenue and disbursements to be kept separate

Removes references to "surplus revenue" from multiple Transportation Code sections governing bond payment sources and financial reporting requirements for toll project entities

Repeals eight sections of the Transportation Code related to surplus revenue use by various toll authorities, including provisions affecting county toll road authorities and regional mobility authorities
