Expands rural sheriff's office salary assistance grants to cover "qualified emergency dispatchers" who provide communication support services for emergency response, with a minimum annual salary of $40,000

Extends the rural constable's office salary assistance grant program to include qualified emergency dispatchers at a minimum annual salary of $40,000

Maintains existing minimum salary requirements: $75,000 for county sheriffs, $45,000 for deputies making traffic stops, $40,000 for jailers, and $45,000 for qualified constables

Requires counties receiving constable's office grants to contribute at least 75% of the money needed to meet minimum salary requirements for both qualified constables and qualified emergency dispatchers

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025, applying to grants awarded during county fiscal years beginning on or after the effective date
